Rescue Shelters for Flood Impact Areas
BACKGROUND
The Terai region of Nepal is prone to floods due to its low-lying topography and heavy monsoon rains. These floods cause significant damage to infrastructure, crops, and human settlements, leading to loss of life and displacement of people. Many organizations and government agencies provide rescue and food in an emergency and are working to mitigate the impact of floods through measures such as improving early warning systems and promoting sustainable land use practices, but now the problem is a safe place to stay during the flood. Flood in the Terai region of Nepal requires urgent emergency preparedness as it leaves Children and senior citizens most vulnerable.
Every year more than three dozen people die in the Terai flood. In the 2017 Terai flood, 160 people were killed with agriculture and infrastructure losses worth 5-9 billion Nepali rupees. There are various health, hygiene, and educational issues that one experiences during such hours, along with snakebites and waterborne diseases spreading in the local community.
OUR INITIATIVE
Himani Trust proposes building high-raised iron-based community shelters (temporary houses) to rescue the affected people and the local community during the flood. A two-storage dry and safe structure with a corrugated sheet roof that will protect from sun and rain accommodate members of the community and ease the rescue operation, along with food and other items distribution along with a place for everyone to gather during the calamity.
The structure will also help to securely sort team-store and dry any relief materials and donations made by donors during these hours.The local community can utilize the shelter for the community proposes during normalcy throughout the year for education, training, community events, and social functions.

तराईमा आउने बाढीले हरेक बर्ष सरदर तीन दर्जनको ज्यान लिने गरेको छ । तिनमा पनि अधिकांश बालबालिका र महिलाको बाढीका कारण मृत्यु हुन्छ । २०७३ को बाढीमा मात्रै करिब १ सय ६० जनाको मृत्यु भएको थियो । बाढीले हरेक बर्ष करिब ५ देखि ९ अर्बको कृषी र अनाज नष्ट गरिरहेको छ । अनगिन्ति जनावरहरु बाढीका कारण मरेका छन् । बाढीसँगै गरिब बस्तिमा विभिन्न रोग र महामारीपनि प्रवेश गर्दछ । गरिब झुपडीमा करिब २ फिट सम्म पानीले भरिएको हुन्छ । त्यहि बिचमासर्पले टोकेर ज्यान जाने खतरा पनि उत्तिकै हुन्छ । त्यसैगरी जाडोको समयमा तराईका सोही बस्तिमा चिसोका कारण कैयौँको मृत्यु हुन्छ । तसर्थ, तराईका विपन्नहरु बर्षा र चिसो दुवै समयमा अत्याधिक प्रभावित छन् । नेपालका तराई जिल्लाहरुमा हरेक बर्ष बाढी र चिसोले धनजनको क्षति गर्ने निश्चित छ । त्यसैले बेलैमा बुद्धि पुर्याउन सकेमा विपद्का कारण ज्यान गुमाउनको संख्या घटाउँदै लैजान र अन्त्य गर्न सम्भव छ । बिपत्तिका समयमा सरकारी र गैर सरकारी संस्थाहरु राहत र उद्दारमा व्यस्त हुनु स्वाभाविकै हो । उनीहरु खानापानी र लत्ताकपडामा निर्भर हुन्छन् । तर बाढीका समयमा पुरै समुदायलाई सुरक्षित न्यानो र सुख्खा स्थानमा राख्न सकेमा प्रभावितको ज्यान जोगाउन धेरै मद्धत गर्नेछ । तसर्थ हिमानी कोषले तराईका अति बाढी प्रभावित स्थानमा फलामका सामुदायीक भवनहरु बनाउँदैछ जहाँ विपद्का बेला समुदायले आश्रय लिन सक्दछन् । उक्त भवनहरुले विपद्का बेलामा आश्रय दिनुका साथै अन्य समयमा सामाजिक कार्य गर्न सहज बनाउने छ । समुदायलाई पायक पर्ने स्थानमा उक्त भवनहरु निर्माण हुनेछन् जसले जाडोमा अत्याधिक चिसोबाट मर्ने समस्यापनि कम गर्नेछ ।
यहि कुरालाई मध्यनजर गरी हिमानी कोषले बाढी र चिसोले अत्याधिक प्रभावित तराईका विपन्न जनतालाई राहत हुनेगरी फलामका सामुदायीक भवनहरु निर्माण गर्दैछ । यी भवनहरु जाडो र बाढीका समयमा न्यानो र सुख्या भवनहरु हुनेछन् जसले सैयौँ बालबालिका, महिला र ज्येष्ठ नागरिकको ज्यान जोगाउन सहयोग मिल्ने छ। यस अभियानमा तपाईपनि जोडिन चाहनुहुन्छ भने तल देखिएको बटम थिचि हामीलाई आर्थिक सहयोग गर्न सक्नु हुनेछ । अन्य सहयोगकालागि हामीलाई ईमेल पठाउनु हुन अनुरोध छ ।

Every year more than three dozen people die in Terai flood. Most of them are children and women. At least 160 people were dead only in 2017 floods in different Terai districts. It damages agriculture and infrastructures by 5-9 billion Nepali rupees. There are various health, hygiene and education problem comes along with flood every year to the poor villages. Straw houses will be filled by 2 feet of water. There is an equal chance of snakebite during the flood. Various diseases are spread in the local community. Children and senior citizen are the most vulnerable
It is obvious that every year devastating flood happens in many villages in the Terai region of Nepal. Thus, it is now urgent to emergency preparedness. Many organizations and government agencies provide rescue and food in an emergency, but now the problem is a safe place to stay during the flood.
Thus, Himani Trust would like to propose building high raised iron-based community shelters (temporary houses) so that the local community can rescue themselves during the flood. The shelter would be a dry and safe place and a Centre for immediate rescue. The shelter will be made two stories so that more members from the community can accommodate. The roof will protect them from the rain and sun. It would be easy for a rescue team to provide food and other items in the same shelter where everyone will be gathered. Any donation made by donors can be put safe and dry for the short-term. This would be the best place to be during the flood. The local community can utilize the same shelter for the community propose such as sports, education, training, community events, social functions, etc so that it can be utilized fully throughout the year.
